The cooperation conference between the Department of Science and Technology of Ninh Thuan Province and Nguyen Tat Thanh University
NTTU – Implementing the Official Letter No. 1240/SKHCN-QKH dated on September 9, 2022 from the Department of Science and Technology of Ninh Thuan Province regarding registration for collaboration in scientific and technological tasks, innovation exchange with Ninh Thuan Province. On the morning of September 15, 2022, at Nguyen Tat Thanh University, a collaborative conference was held between the Department of Science and Technology of Ninh Thuan Province and NTTU.
The conference aimed to facilitate the exchange, discussions, and coordination between the Department of Science and Technology with institutes and centers of NTTU as a foundation for advancing the implementation of scientific, technological, innovative, and technological development tasks. The goal was to carry out activities promoting investment and introducing scientific and technological products within the provincial area, ensuring quality, unity, continuity, and achieving high effectiveness in the future.
Participating in the conference from the Department of Science and Technology of Ninh Thuan Province were Mr. Le Tien Dung – Director of the Department; Mr. Nguyen Dac Binh Minh – Director of the Institute for Regional Research and Development under the Ministry of Science and Technology; Mr. Vo Van Lam – Head of the Science Management Department; Mr. Pham Thanh Hung – Head of the Technology Management Department; Mr. Ngo Van Duong – Specialist from the Institute for Regional Research and Development under the Ministry of Science and Technology, along with various specialists from the Department.
From Nguyen Tat Thanh University, there were Assoc. Prof. Dr. Tran Thi Hong – Vice President, representatives from faculties, institutes, departments, centers, and researchers responsible for scientific research, technology transfer, technology supply-demand connection, innovation, and entrepreneurship activities of the university.
During the conference’s opening speech, Assoc. Prof. Dr. Tran Thi Hong – Vice President extended a warm welcome to the delegation from the Department of Science and Technology of Ninh Thuan Province. Additionally, Assoc. Prof. Dr. Tran Thi Hong shared, that with the aspiration to build a tower of knowledge that brings happiness to students, lecturers, the university, businesses, and society, Nguyen Tat Thanh University has been continuously investing and developing in all aspects. Every year, the university allocates a budget to promote scientific research, innovation, and entrepreneurship for its faculty, researchers, and students. Scientific and technological activities, innovation, and entrepreneurship have always been a concern of the university’s leadership and have been recognized by society and international rankings. To achieve these results, in addition to the internal efforts of the university’s team, there has been collaboration with agencies, departments, businesses, centers, and research institutes both within and outside the country. We hope and believe that in the near future, this comprehensive cooperation will be an opportunity and a new step for both sides in scientific, technological, innovative, and entrepreneurial activities to meet the needs and bring value to the community.’

Representing the Department of Science and Technology of Ninh Thuan Province, Mr. Le Tien Dung – Director of the Department sent sincere gratitude to NTTU, institutes, and centers for their active interest and support in the fields of scientific research, entrepreneurship, and innovation within Ninh Thuan Province during the past period. At the same time, Mr. Le Tien Dung also shares further: “Based on the province’s general needs and directions and considering the strengths in science and technology of the university, we hope that in the coming time, the Department will engage in comprehensive cooperation with the university in various aspects. We aim to continuously strengthen friendly cooperation relationships, develop in the fields of scientific research, application, technology transfer, advanced technology implementation, sustainable agriculture, smart agriculture, as well as applied fields of technology transfer and programs to enhance the capacity for innovation and entrepreneurship.

Besides, the representative of the Institute of Regional Research and Development, Ministry of Science and Technology Mr. Nguyen Dac Binh Minh – Director shared that the Department of Science and Technology of Ninh Thuan province worked with NTTU to exchange and cooperate in building 844 projects in the startup and innovation activities of the university. Currently, the Ministry is implementing a policy to change functions and tasks of science and technology, adjust circulars and guidelines on scientific research and innovation in the coming time and create many opportunities for comprehensive development, bringing value to the community. The Department hopes that in the near future, there will be opportunities for comprehensive cooperation, using the knowledge force and resources from the university to support the Department in scientific research, entrepreneurship and innovation, supporting the Department of Science and Technology. Support the implementation of topics and projects that the university deploys in Ninh Thuan province in order to integrate human resource training, improve professional qualifications as well as skills in implementing topics and projects towards the development of human resources, sustainability, promoting research in the applied field.

At the conference, presentations from Nguyen Tat Thanh University included (1) Assoc. Prof. Dr. Tran Viet Cuong – Vice Director of NTT High-Tech Institute, “Introduction to the research directions of NTT High-Tech Institute and VKTECH Center”, the application of LED technology in agriculture – environment, models technology development in research – development – business with the potential of technology transfer and fulfillment of orders for the locality; (2) Dr. Tran Viet Thang – Deputy Manager of Science and Technology Department, “Applied research directions using IoT, AI and automation technologies” along with orientations for cooperation in technology transfer, specifically: Development intelligent management system of poultry farm using IoT technology, manufacturing remote control pesticide spraying vehicle, early warning system of some diseases in house growing cantaloupe using artificial intelligence; (3) Ms. Huynh Hong Mai – Deputy Manager of NTT Innovation and Incubation Center, “Innovative start-ups and cooperation opportunities at NIIC”, in order to connect partners, commercialize project ideas; start-up incubation activities; core components of the innovation startup ecosystem. The conference also included representatives of leaders of units and scientists of the University presenting some research directions that can be cooperated and implemented for the locality in Ninh Thuan.

On the side of the Department of Science and Technology of Ninh Thuan province, leaders of the Department wish to cooperate with Nguyen Tat Thanh University for comprehensive development in order to implement activities in many fields from now to 2025 and towards 2030, including: (1) Enhancement of science – technology and innovation capacity, (2) Application, transfer and replication of high technology, organic agriculture, smart agriculture, ( 3) Application, transfer and innovation of technology in key industries of the province; application of science and technology for tourism development, environmental protection, adaptation to climate change, (4) Research in social sciences and humanities; take care of and protect public health, (5) Improve productivity, quality and competitiveness of commercial products and services, (6) Program to develop intellectual property, protect property intellectual property of products, goods, brands, (7) Program to develop innovative start-up ecosystem and science and technology enterprises, (8) Program to develop science and technology market technology to support commercialization of research results, intellectual property to meet the needs of key industry development, high-tech agriculture, to meet the requirements of rural and ethnic development, connect supply – technology needs between enterprises of the province and domestic and foreign partners, at the same time developing human resources, research projects, technology transfer in Ninh Thuan province and the university.

In the coming time, two sides will develop specific implementation plans; promote cooperation with institutes and centers of the university; supporting the development of science and technology projects, technology transfer, entrepreneurship and innovation in the province, thereby tightening long-term friendship and cooperation, marking a successful start, together develop more in the future. The cooperation exchange conference closed with many special emotions, which is an important basis for the Department and the university to concretize into more and more effective and in-depth cooperation programs and plans; build and maintain stability and cooperate and develop together.
It can be seen that in recent years, Nguyen Tat Thanh University has constantly strengthened friendly cooperative relations with localities through implementing projects at the State level, at the ministerial/department level, and developing and promoting strengthen scientific and technological activities oriented towards applied research to improve training quality; technology transfer and community service; innovation and entrepreneurship; building a digital transformation ecosystem, enhancing the university’s scientific position, nurturing an academic, entrepreneurial and innovative environment for students to provide human resources capable of entrepreneurship and innovation. innovative, integrated, highly competitive in the domestic and foreign labor market to meet the Industrial Revolution 4.0, meeting regional and international standards.
