2nd CONFERENCE ON EDUCATION QUALITY 2021
Continuing the success of the 1st Conference on Education Quality in 2019, Nguyen Tat Thanh University (NTTU) held the 2nd Conference on Education Quality in 2021, on January 15, 2021, at An Phu Dong campus, District 12, with the theme of “Assessment of the impact of higher education quality accreditation – Introducing the development strategy of Nguyen Tat Thanh University for the period of 2020-2025, vision towards 2035”.
The conference welcomed the participation of delegates, including Dr. Le My Phong, Deputy Head of Quality Control Department, Ministry of Education and Training; Dr. Nguyen Thai Son, Deputy Head of Education Quality Assurance Office, Quality Control Department – Ministry of Education and Training. From NTTU, there were the presence of Ms. Nguyen Mai Lan, Chairwoman of the University’s Council; Dr. Tran Van Ai, Vice Chairman of the University’s Council; Dr. Nguyen Van Luong, Vice Chairman of the University’s Council; Dr. Tran Ai Cam, Acting President of NTTU; Prof. Dr. Nguyen Van Thanh, Vice President; Assoc. Prof. Dr. Tran Thi Hong, Vice President, Dr. Nguyen Tuan Anh, Vice President; Dr. Hoang Huu Dung, Vice President and other delegates.
Speaking on behalf of the University’s Council and the Board of Presidents at the conference, Ms. Nguyen Mai Lan – Chairwoman of the University’s Council, sent a warm greeting and thanks to the delegates. Embracing the viewpoint of which quality is a process, since the establishment, NTTU has prioritized quality assurance in training activities. NTTU utilizes domestic and international quality assurance criteria to standardize training activities from management, training, scientific research to community service. The implementation of quality assurance, education quality accreditation, rating and ranking is the university’s path toward sustainable development to affirm its position and reputation in Vietnam’s higher education, in the region and towards international integration. The University’s Council has also identified the mission of NTTU is to provide human resources with entrepreneurship, innovation, integration, and high competitiveness in the labor market as a vision toward 2035. NTTU has become a multi-disciplinary higher education institution specializing in training human resources, tailoring the needs of domestic and international labour market, meeting regional and international standards in the context of Industrial Revolution 4.0.

The conference was divided into 3 sessions. In the first session, the Announcement Ceremony of Development Strategy of NTTU for the period of 2020-2025, vision toward 2035 was held. In particular, the strategic objectives and action plans proposed by our key leaders, staff members were discussed and finalized in order to achieve the vision and mission of the University based on our internal resources. The development strategy of NTTU for the period of 2020-2025 is built into 6 areas (including: Governance, Internationalization, Quality Assurance, Training, Scientific Research, Student and Community Service) with 19 Strategic Objectives and 66 Specific Objectives as described below:
Governance: Renovating the governing activities towards strengthening autonomy and self-responsibility; Developing human resources to ensure the capacity for employment, creating competitiveness, sustainable development and international integration; Effective and sustainable financial management, according to the autonomy in higher education; Modernizing facilities in line with the NTTU’s development to meet the requirements of training, scientific research and community service.
Internationalization: Creating an environment to stimulate international integration at the University; Promoting the implementation of international cooperation activities; Improving the reputation / image of NTTU amongst international community.
Quality Accreditation: Improving the overall quality management system; Conducting internal research to ensure decision-making on quality assurance based on creditable data; Implementing education quality accreditation based on national and regional quality assurance standards; Quality accreditation according to the national and regional quality assurance standards; Improvement of the reputation of NTTU in the country, the region and the world through higher education ratings and rankings.
Academic Training: Completion of policies and training documents to ensure autonomy rights in academic activities; Developing the scope of training programs in line with the NTTU’s strategic development; Design and implementation of competence-based training programs based on OBE; Satisfaction of international standards; Improvement of the quality of teaching and learning towards achieving the learning outcomes; Enhancement of training activities through the assessment and comparison of core performance indicators.
Scientific Research: Developing and promoting scientific research and technological transfer activities toward the direction of applied research to improve training quality; technology transfer and community service; innovation and entrepreneurship; creation of a digital transformation ecosystem; improving NTTU’s reputation in scientific research both domestically and internationally.
Learners and Community service: Establish and nurture an academic environment, entrepreneurship, innovation for learners; Improving the efficiency of currently implementing programs to spread positive social impacts, promoting useful values to contribute to solving practical social problems through networking activities, community services.
The second session focused on the topic of ‘Assessing the Impact of Quality Accreditation in Higher Education Institutions’. Dr. Tran Ai Cam, NTTU’s Acting President, delivered a keynote speech on “Evaluation of the impacts of quality accreditation at Nguyen Tat Thanh University” to summarize the achievements of NTTU regarding quality assurance during 2 years, from 2019 until now. The second session primarily aimed to present and discuss the following issues: – The impacts of quality accreditation toward the training curriculum in Pharmacy according to Circular 04, Ministry of Education and Training; – Student affairs and community service networking activities –its status quo and solutions; – Ensuring service quality of NTTU’s Library and Information Center towards quality accreditation at the educational institution level; – Sustainable development for universities through quality accreditation criteria of the UI Greenmetric University Rankings and THE Impact Rankings.

After the keynote speech on NTTU’s outstanding achievements in quality accreditation, Dr. Nguyen My Phong shared his congratulations and encouragement to NTTU. He emphasized that while nationwide universities are looking for development directions, NTTU has made outstanding progress in asserting its training quality, typically in which NTTU is ranked/rated by reputable domestic and international accreditation organizations.

During the conference, NTTU’s Board of Presidents held the third session to commend and reward well-performed Departments and Faculties regarding their effort in quality management in the 2019-2020 school year. This year, NTTU commended 27 departments, of which 5 departments with excellent performance, followed by 12 and 10 departments with good and fair performances respectively.
The annual goals of Quality management are allocated to university-wide departments and faculties to fulfil through the Annual Quality Goals implementation plans. At the end of each year, each department conducts a final assessment report on their implementation process as a foundation for each department to propose improvements while implementing the performance indicators / targets for the following school year. After finalizing the scale of assessment on each department’s quality performances, NTTU’s Quality Assurance Council evaluates and makes recommendations to commend the departments successfully completing the assigned tasks.

The conference was held successfully, creating an opportunity to share opinions, to solve problems and to make recommendations, hence, leading a successful implementation of quality assurance goals that NTTU is aiming towards in the near future.
